Microsoft provides its own top class IDE Micrsoft .Net Visual Studio, for All .Net supported languages. And no other tool can beat it for .Net development.
For Java, JBuilder and Eclipse are most popular IDEs. The Best Tool yet is TextPad. I recomend you for the JBuilder, because of its simplicity and hasle free development. Yet in Industry Eclipse is mostly used than JBuilder.

Well Faisal i i have worked alot i\on jbuilderX and 2005 although it is simple to use but it is very heavy for system.... and i think for java based development there is nothing betterthan Eclipse and netbeans... in eclipse u can download any of different flavoures ike MyEclipse, ExadelStudio..etc netbeans is also very good and advantage of usiing thezse IDE is that their plugins are freely available...

You are absolutely right sajid khan, Eclispe is the best industry tool. But LomBoz is the next to Eclipse extending the eclipse to new features. Its entirly build on Eclipse but a lot of new features.
